1. Procurement Technical Requirements (Substantive requirements and conditions that must not be deviated from are highlighted in bold italics)
2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of the goods.
3. Procurement Budget for This Project RMB Seven Hundred Ninety Thousand (¥790,000.00). Any final bid exceeding the procurement budget or the maximum limit will be deemed invalid. The maximum limit for this project is 90% of the procurement budget. Except for special requirements, the procured goods must be provided according to standard functions and parameters. The supplied products must be brand new, qualified genuine products, and the manufacturer must provide a product warranty certificate. For imported products, relevant certificates must be provided, and they must comply with national environmental protection and related quality standards.
4. Quality Requirements for Goods
Must comply with the "Standards for Drinking Water Hygiene" (GB5750-2006). Consumables for online instruments must be compatible with the instruments. Standard samples and consumables for online instruments should be supplied as needed, ensuring they do not exceed their validity period. All chemicals and standard samples must meet the requirements of Jiangsu Province's dual-random inspection and urban water supply safety assessment indicator system. All standard samples in Tables 1-3 and 1-4, as well as environmental standard samples, must meet the standards noted in the remarks.
The manufacturers of the provided standard solutions should have national standard material grading certificates and certificates recognizing them as producers of standard materials/samples. The transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.
5. After-Sales Service Requirements
(1) Free warranty for equipment for 1 year from the date of acceptance. During the warranty period, Party B shall provide a three-guarantee service for product quality. For faults caused by equipment configuration or manufacturing quality issues, Party B shall provide free repair or replacement within 24 hours, bearing all related costs.
(2) Technical support response time: general issues will receive telephone support within 2 hours; difficult or key issues will be resolved on-site within 2 days. Related costs during the warranty period shall be borne by Party B; after the warranty period, Party B will charge cost fees.
In addition to the service requirements specified in this document, the supplier should detail any additional after-sales services they can commit to and is responsible for providing free training for equipment maintenance or operators to the purchaser. The repair response time is normal travel time plus 3 hours.
6. Delivery Time and Location
(1) To facilitate the purchaser's production organization, the delivery time for all goods must be determined through negotiation. If necessary, delivery can be made in batches. The supplier must commit to a reasonable delivery time and deliver within 2 days after each batch order is confirmed by both parties. Delays in delivery will incur economic penalties.
(2) Delivery location: Goods shall be delivered and unloaded by the supplier to the location designated by the purchaser, with all related documents (certificates of conformity, inspection reports, etc.) complete. The purchaser will organize relevant personnel to inspect the goods. Any goods failing inspection will be returned, and all resulting losses will be borne by the supplier.
7. Payment Method
Payment for each batch of goods supplied will be made in full after on-site initial inspection and storage, and after 10 days of use without quality issues.
