I. Qualification Requirements for Bidders:

1. Bidders must meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China";

(1) Have the ability to independently bear civil liability (provide the business license of the legal person or the three-in-one certificate or other proof documents);

(2) Have good commercial reputation and sound financial and accounting systems (2018 financial status report or credit certificate issued by the bank of the basic account);

(3) Have the necessary equipment and professional technical capabilities to perform the contract (provide a letter of commitment or relevant proof materials showing possession of the necessary equipment and professional technical capabilities to perform the contract);

(4) Have a good record of paying taxes and social security funds according to law (provide relevant materials showing payment of taxes and social security funds for any month in 2019; if legally exempted from taxes or not required to pay social security funds, corresponding documents should be provided);

(5) Have no major illegal records in business activities within three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

2. The bidder has no major illegal records in business activities, is not subject to orders to suspend business, revocation of business license, property seizure, freezing or takeover, bankruptcy declaration, or any other circumstances that may affect the qualification for bidding. The bidder must check on the "Credit China" website.

3. Different suppliers with the same person in charge or with direct holding or management relationships shall not participate in government procurement activities under the same contract (provide a written statement).

4. Joint bids are not accepted for this project.

5. Our company only accepts bids from suppliers who have purchased this bidding document. Notes:
