Procurement Requirements

(Procurement requirements are provided and interpreted by the purchaser: Xuancheng Product Quality Supervision and Inspection Institute, see the inquiry announcement for details)

Pre-note:

1. The technical solutions proposed in this procurement requirement are for reference only. Unless explicitly restricted, suppliers may optimize and provide better technical solutions or equipment configurations that meet the actual needs of the purchaser, and such solutions or configurations must be approved by the inquiry evaluation team;

2. Suppliers should list all costs required to complete this project and pass acceptance in their response documents. The winning supplier must ensure overall acceptance by the user and relevant authorities, and bear the acceptance costs; if the supplier fails to inspect the site in time causing missing or incomplete quotations leading to bid invalidation, or cannot complete the work after winning, the supplier shall bear all consequences;

3. According to the "Notice on Regulating Government Procurement of Imported Products" and relevant regulations of government procurement management departments, if the following procurement requirements involve imported products, relevant demonstration procedures have been completed and approved for procurement of imported equipment, but domestic products meeting the inquiry document requirements are not restricted from competing;

4. Procurement activities conducted without approval to purchase imported products before the start of procurement are deemed as refusal to purchase imported products;

5. In the following procurement requirements: products marked with ▲ require suppliers to fill in the name, brand (if any), specifications, quantity, unit price, etc., in the "Main Transaction Item Commitment Letter" of the response documents, and the commitment letter will be announced together with the evaluation results;

6. ★ clauses must meet or exceed the inquiry document requirements, otherwise the response is invalid; non-★ clauses will be evaluated at the discretion of the inquiry team after discussion.

7. Products provided by suppliers should comply with national energy-saving and environmental protection policies.

I. Project Introduction:

Project Name: Procurement Project for Inspection and Testing Vehicles of Xuancheng Product Quality Supervision and Inspection Institute

Project Budget: 162,000 RMB

II. Applicant Qualification Requirements:

1. Comply with Article 22 of the "Government Procurement Law of the People's Republic of China";

2. Qualification requirements to implement government procurement policies: None;

3. Specific qualification requirements for this project:

3.1 Suppliers with any of the following adverse credit records shall not be recommended as winning candidates or confirmed as winning suppliers:

(1) Suppliers listed by the People's Court as dishonest persons subject to enforcement;

(2) Suppliers listed by the Market Supervision Administration as enterprises with abnormal business operations;

(3) Suppliers listed by the tax authorities as parties involved in major tax violation cases;

(4) Suppliers listed by government procurement regulatory authorities for serious illegal and dishonest behaviors in government procurement.

3.2 Possess independent legal person status and have a valid business license.

IV. Documents Suppliers Must Submit:

1. Copy of business license; (scanned copy with supplier's electronic seal)

2. Power of attorney; (prepared according to format)

3. Supplier declaration letter; (prepared according to format)

4. Other materials required by procurement requirements. (scanned copy with supplier's electronic seal)

V. Main Contract Terms:

1. Payment method: Party A shall pay the full amount in one lump sum after signing the contract and accepting the goods, upon presentation of a formal vehicle purchase VAT special invoice issued by Party B (the invoice issuing entity must be consistent with the winning enterprise name).

2. Performance bond: None.

3. Contract dispute resolution: Disputes arising during contract performance shall be resolved through negotiation between both parties; if negotiation fails, submit to Xuancheng Arbitration Commission for arbitration.

VI. Transportation, Installation, and Commissioning: Handled and borne by the winning supplier, finally accepted and delivered for use by the user and relevant departments.

VII. Commodity Inspection and Measurement Fees: Borne by the winning supplier.

VIII. Delivery Location: Designated location by Xuancheng Product Quality Supervision and Inspection Institute.

IX. Delivery and Service Time Requirements: Delivery within 15 working days from the date of contract signing.

X. After-sales Service: Warranty: Five years or 100,000 kilometers, whichever comes first.

XI. The industry of this project is automobile manufacturing.
