Procurement Requirements
I. Project Overview
1. Venue Introduction. The China Animation Museum (hereinafter referred to as "Animation Museum") is the nation's first "national-level" animation-themed museum approved by the National Radio and Television Administration and the China Animation Society. It integrates exhibition, collection, education, experience, and academic functions, aiming to build the largest, richest, and most authoritative modern animation museum in China, pioneering domestically and world-class internationally.
2. Geographic Location. The Animation Museum is located at No. 375 Baima Lake Road, Changhe Street, Binjiang District, Hangzhou City, on an island east of the Animation Plaza in Baima Lake Ecological Creative City. The planned land area is 2.77 hectares, with a main building area of approximately 30,167 square meters.
II. Service Content
1. Interpretation Services
(1) Responsible for interpretation services throughout the museum exhibition areas.
(2) Participate in the writing, revision, and arrangement of interpretation scripts.
(3) Assist the competent department in carrying out social science popularization education activities.
(4) Other work related to interpretation services.
2. Venue Services
(1) Responsible for answering various inquiry desk phone calls, service consultations, lost and found, public announcements for locating persons, and other convenience services throughout the museum exhibition areas.
(3) Responsible for recording, organizing, and feedback of visitor reception information.
(2) Responsible for searching, borrowing, and organizing books in the animation library.
(3) Responsible for guiding the experience, operation, and order maintenance of various multimedia and interactive exhibition facilities in the exhibition areas.
(4) Responsible for patrol inspection, entrance and exit control, visitor guidance, and order maintenance in the theater.
(5) Responsible for daily simple operation and cleaning of theater facilities and equipment, assisting in theater performances, cinema screenings, and conference support.
(6) Responsible for liaising with maintenance suppliers of theater and exhibition area facilities and equipment, promptly handling various software and hardware faults, and supervising the implementation of maintenance plans.
(7) Assist the security management department in properly and reasonably handling various emergencies.
(8) Other work related to venue services.
3. Security Duty Services
(1) According to the museum's security personnel management requirements, provide daytime security supervision and nighttime security duty services, fulfill security personnel responsibilities, and carefully keep duty records.
(2) Other work related to security duty services.
III. Overall Requirements for Service Personnel
The China Animation Museum is the nation's first "national-level" animation-themed museum, collecting, displaying, and exhibiting numerous scientific, interactive, and entertaining animation technology exhibits. It includes derivative product sales areas, a theater, a library, a café, and a restaurant, with strict professional, safety, and standardized operational requirements. Visitor services strive to be professional, efficient, meticulous, and thoughtful.
(1) The purchaser centrally manages the outsourced service management organization established by the successful supplier.
(2) The successful supplier shall establish corresponding rules and regulations for managing, recruiting, training, and assessing professional technical service personnel according to the actual situation of the Animation Museum. Implementation must be reported to and approved by the purchaser before execution.
(3) The purchaser has direct participation and approval rights in important position settings, personnel recruitment, and management decisions. If necessary, the purchaser may review the successful supplier's financial status and financial statements.
(4) In handling special, urgent, and sudden incidents, the purchaser has direct command authority over the professional technical service personnel provided.
(5) The professional technical service personnel provided by the successful supplier must be stationed on-site.
(6) The successful supplier must ensure uninterrupted, continuous, and professional services, reasonably allocating personnel types and numbers to meet the purchaser's needs.
(7) The successful supplier must strictly conduct political background checks on employed personnel to ensure no criminal records.
(8) Employees of the successful supplier must wear uniforms according to position requirements, standardize their behavior and manners, pay attention to appearance and public image, and some image-related positions require personnel to meet body shape, height, and other relevant criteria.
