Procurement Requirements
1. Project Objectives: The existing site cannot meet the management and storage needs of the archives. To better preserve the vehicle management archives and ensure the integrity of the archives.
2. Type of Procurement Organization: Public Tender
3. Project Overview:
1. Project Budget: 2.625 million yuan (including all costs related to personnel wages for this project (overtime pay, various social insurance fees stipulated by the Labor Contract Law, personnel meals and transportation, tools, office expenses), administrative office expenses, public facility maintenance fees, site rental fees, and taxes).
2. Service Content: This project aims to provide a large unified site for storing approximately 11,529,941 existing motor vehicle and driver archives of the Vehicle Management Office, and to properly manage the shelving, storage, and check-in/out of the archives.

4. Service Period: 18 months from the date of contract signing.
5. Service Location: The address provided in the bidding documents.
6. Bidder Qualification Requirements:
(1) Comply with Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Not listed on the Credit China website (www.creditchina.gov.cn) as a dishonest executor or major tax violation party, and not listed on the China Government Procurement Network (www.ccgp.gov.cn) for serious government procurement violations or dishonesty;
(3) Qualification requirements to implement government procurement policies: None.
(4) Specific qualification requirements for this project: None.
4. Service Requirements and Content
1. The Vehicle Management Office's motor vehicle and driver archives require storage space and administrative office space, with costs included in this quotation.
2. There must be a fixed parking area convenient for the purchaser's vehicles, with costs included in the bid price.
3. Site area: not less than 6,000 square meters.
4. Service location: The service location provided by the successful bidder in the bidding documents.
5. During the service period, public facility maintenance costs shall be borne by the bidder, including daily repair and maintenance fees, elevator maintenance and annual inspection, water pump repair and maintenance fees, and fire monitoring equipment maintenance and annual inspection fees.
6. The bidder shall ensure the safety of the leased premises and is responsible for inspecting the premises and its attachments. The bidder must respond within 5 minutes after receiving a maintenance call from the purchaser, arrive on site within 1 hour, and complete repairs within 4 hours. If delays caused by the bidder result in losses to the purchaser or third parties, the bidder shall be liable for compensation.
7. The bidder must notify the purchaser in writing 10 days in advance before repairing the premises and its attached facilities. The purchaser shall actively assist and cooperate. If the bidder fails to timely perform the maintenance and upkeep responsibilities stipulated in the contract, causing damage to the premises and resulting in property loss or personal injury to the purchaser, the bidder shall bear compensation responsibility.
8. If the leased premises and equipment are damaged due to force majeure, neither the bidder nor the purchaser shall be held liable.
9. During the service period, if the bidder needs to transfer or mortgage the premises, they must notify the purchaser two months in advance. Under equal conditions, the purchaser has the right of first refusal.
10. The bidder must sign a confidentiality agreement with the purchaser, and personnel involved in this project must separately sign confidentiality agreements regarding the project documents and data security.
