December 15, 2020, the Guangdong Anti-Counterfeiting Association held the “ Guangdong Quality Co-construction, Co-governance and Sharing Summit Forum ” was successfully held in Guangzhou. This summit forum was guided by Guangdong Provincial Market Supervision Administration (Intellectual Property Office) / Guangdong Provincial Office for Combating Infringement of Intellectual Property Rights and Counterfeit and Shoddy Goods, hosted by Guangdong Anti-Counterfeiting Association, and organized by Guangdong Quality and Credit Science Research Institute. Our company attended as a corporate representative.

The summit forum focused on how Guangdong should carry out brand building and quality improvement under the new situation, exploring the construction of (co-construction), inspection (sharing), protection (verification), and formula (co-governance), conducting review and testing, quality supervision agencies carrying out project behavior supervision, all verification information being networked for management, achieving an interconnected and effective control model.

This summit forum adhered to the principles of authority and openness, inviting leaders from various departments, outstanding entrepreneurs, and technical experts to participate in exchanges and sharing, aiming to achieve the strategic goal of a strong country and province in quality. At the summit forum, leaders and guests including Wu Yousheng, Director of Food Production Safety Supervision Department of the Provincial Market Supervision Administration; Chen Zhiming, Deputy Director of Law Enforcement Supervision Department of the Provincial Market Supervision Administration; Li Zheng, Section Chief of Product Quality Safety Supervision Department of the Provincial Market Supervision Administration; Chen Li, President of the Anti-Counterfeiting Association; Liu Fenming, General Manager of Guangdong Quality Zhongcheng Certification Co., Ltd.; He Guoshan, Deputy Director of Guangzhou Quality Supervision and Testing Institute; Lu Haishan, Project Department Director of Guangdong Quality and Credit Science Research Institute; Xue Guangbin, Former Director of Quality Appraisal Center of Guangdong Provincial Quality and Technical Supervision Bureau; Li Yanchun, Deputy Director of Guangdong Product Quality Supervision and Inspection Institute; Li Minghao, Deputy Director of National Food Quality Supervision and Inspection Center; Luo Suifang, Member of the National Copyright Base Rights Protection Expert Committee, and other leaders and guests attended and delivered keynote speeches.

All parties voiced for Guangdong quality, cultivating corporate quality and safety awareness, and comprehensively promoting the construction of Guangdong quality system! Quality development is the foundation of a strong country, the basis of establishing a business, and the key to transformation. In the future, the State Administration for Market Regulation will focus on optimizing the market business environment, strengthening quality and safety supervision, optimizing quality technical services, and vigorously promoting the construction of a quality-strong country.

At the forum site, the enterprise “Anti-Counterfeiting Co-construction Unit Initiative” oath was launched: “Actively support our province's anti-counterfeiting work, ensure quality and service quality, strictly abide by all rules and regulations, never produce or sell counterfeit and shoddy products, never infringe intellectual property rights, optimize the industry development environment, and resolutely safeguard the legitimate rights and interests of enterprises and consumers.” Enterprises that contributed to supporting our province's anti-counterfeiting work and quality co-construction, co-governance, and sharing related work were commended, and plaques were awarded by Wu Yousheng, Director of Food Production Safety Supervision Department of the Provincial Market Supervision Administration, and Chen Li, President of the Anti-Counterfeiting Association.

     Chairman Shi Jianguo, as a corporate representative, delivered an important speech on how to control product quality during the production process.

      To grasp product quality work, it must be tackled fundamentally, addressing both symptoms and root causes:

1. Establish a top leader quality responsibility system

The top leader of the enterprise must adhere to the principle of “quality first” and instill a comprehensive quality management awareness among all employees through words and deeds.

2. Formulate strict quality management standards

The standards for quality management in enterprises should be set high rather than low, strict rather than loose. Currently, the large fan industry has not yet established a complete standard. As a leading domestic brand manufacturer, Qixiang is cooperating with Guangdong Production Supervision Administration to set industry standards for large fans. It is believed to become the quality benchmark of the large fan industry.

3. Strengthen process control of quality management

Enterprises adopting new technology must carefully conduct “clinical trials” in product quality R&D. Taking large fans as an example, tests for electromagnetic compatibility, noise indicators, waterproofing, dustproofing, drop tests, and other environmental reliability tests must not be omitted. Before a product is officially launched to the market, initial trial production and internal testing, followed by small batch tracking sales and then larger scale regional market launches, are steps that cannot be arbitrarily omitted. This rigid “doctrine” is the iron principle to prevent product quality accidents.

4. Strengthen the execution of quality management

Quality management involves a wide scope. To implement it effectively, besides leadership attention, strict standards, and severe penalties, all cadres and employees need to consciously maintain and enforce it.

In addition, the culture of quality supervision should be advocated. Every employee in downstream links is a quality supervisor for upstream links. Quality problems should be promptly reported upstream to prevent unqualified products from flowing into the next production link. Facts prove that the key factor restricting product quality improvement is often not insufficient systems but lack of supervision.
